Hi Desiree,
Could you explain to me exactly what it is you are trying to do? PAD(Portable application descriptor) files are xml files that are used by software authors to provide product descriptions to online sources.
Websites should never require exe files - for safety and security reasons.
If you could post some more info or let me take a look at what you are doing, I could possibly find a work around.

If you want more flexibility and more control over your files, you could also try out Amazon's S3 service. It's extremely flexible for hosting large files and is also ridiculously cheap. You can link directly to your file from within your website and get statistics about how many times the files were downloaded etc etc. You also get a firefox plugin that allows you to manage your files on the fly.

I'm currently nowhere near a windows PC with IE on it, but from the code I can see that there is a missing:
div.horizontalcssmenu{
overflow:auto;
clear:both;
}
from the CSS. Also keep in mind that IE is much less forgiving than the other browsers, so you would need to explicitly set the "height" css attribute for any element that is collapsing in IE.
Let me know if this info helps, if not I'll see if I can get to a windows PC.
