Can I play a video.flv file located in my resources space

Is it possible to embed and play a locally stored flv file (resources/video.flv) ?

The file is stored in my resources space as video.flv, and the path is resources/video.flv

I can play the file if I place it on an online storage site but not when stored in my yolasite resources.

I tested hotlinkfiles.com as the storage space.
The test file is about 210KB

Does yolasite somehow block local flv files from being accessed and embedded ?
The player displays a message : "resources/video.flv not found"
