Link exchanging
What's the best way to get extra traffic? Is it link exchanging or paying for advertising? I'm guessing with my particular website, it would be link exchanging because I have so many different possibilities to link exchange with. What's the best way to inquire to a website administrator if they'd be willing to link exchange?

Inappropriate?Why would you rather have a link directory / link page than post their link on a particular page with the similar topic. Isn't that the best way to get organized? For example, on my Aerobiology page I could provide a link to the Pan American Aerobiology Certification Board (PAACB).
With a separate links page, it's hard to organize them. Often a user will have to go to that separate page and then search through the list of links when it's easier for them to just search through google. But... if they are already on a particular topics page... then chances are, their interested in that topic and will probably pay more attention to the links provided for "more information" on the topic. Isn't this also more relevant and liked by webmasters looking to link exchange?
