How do you get it to go a bit slower??

You need to use scrollamount:

<marquee scrollamount="1">This is a slow moving marquee</marquee>

<marquee scrollamount="8">This is a faster moving marquee</marqee>

<marquee scrollamount="40">This is a fast moving marquee</marquee>

<marquee scrollamount="200">This is a very fast moving marquee</marquee>
