Any idea to add a banner on top of each page?

According to a new Privacy Law, In Italy (and I guess, in other countries as well) websites must show a banner at the top of each page to inform visitors about the use of cookies.

The banner should show the notice "Please be aware that this site use cookies. By continuing to visit it, you accept the use of cookies"
The banne should also have a button "Ok, I accept it"  (or simply an "X") in order to let the user close it.

Is there any script/code that I can use on Yola to create something like that?
Any suggestion?

The Information Commissioners Office (ICIO) has taken a very lenient and broader step back on this regulation. Implied consent is acceptable, which means that simply stating the fact that your site uses cookies is seen as compliant with the law/regulation. 
Thomas Cook, Thomson, John Lewis. House of Fraser, M&S & Facebook have all opted for tiny notices on their sites with no acceptance buttons. 

You could put the notice link in your Footer and still be seen to be compliant. There is no enforcement of the need to offer a button to accept the use of a cookie but you will need a page explaining your cookie policy linking to your notice.
