Cannot access my website and form for payment refused, Why?

I don't have access to my website because a form for payment appears when I try to have access. All my info is on the form yet when I try to send the info it says there is an error. What is going on? It prevents me from making a change on my wwebsite just when I really need to make an urgent one. All this for 12.95$ invoice that I seem to owe Yola! It's a lot of trouble for a 12.95 invoice. I don't get it. There could have been a warning before.
