charging for synthasites

I have been thinking of trying to set up a network of local self employed tradesmen by establishing a network of websites that I could establish for each of them. I want local people to be able to find a recommended plumber or electrician easily. I would like to use Synthasite to develop this network. Obviously it is going to take me some time to set each one up for each of the tradesmen. I am thinking of those who might not have the skills to produce their own website nor the size of business to be able to pay for a professional one. Is it acceptable to use Synthasite for this purpose and make a small set up charge for each of the tradesmen ?
