How do I add screentips?

Screentips.... Is it possible to add screentips to photos...???
ie: rollover the photo and a description appears...

About the screentips... I thought I was being ignored so went on a ramble through the editing side....
You just click on the photo, image whatever and click properties then just fill in the bottom box marked "Alternative text" with your own description.....
Easy eh ? !!!
If it was down to me I would rename that box "Screentips" but as a new boy I should keep my comments to myself?

"Alternative text" is something which appears when browser is unable to load the images..!! and the term is correct ;) screentips, i m unsure =P
