Alright, first add an html widget with this code:
The name of the anchor that will show up on the page
(#a1 is where the anchor will go to the part of the page)

Then add a text widget containing the content that you want to write.

Then lastly if you want the link to go, let's say the top of the text (I mean to the beginning of it) that want to link, add another html widget on top of the text widget and put this code:

(Don't worry about the number sign)

The same thing if you want to the link to go to the bottom of the text, only this time you put the html widget beneath the text widget.

If you have any questions feel free to ask.

Okay, I'll simple it down for you. Here are the steps, in simpler form.

1. add an html widget into the page

2. Write this code into the widget:
<!--<a href = '#a1'>Anchor 1</a><br/>-->
('#a1' is the where the anchor will take you with that name) (>Anchor 1< is the name of the link that will show up on the page)
(erase the <!-- and -->)

3. add your content using a text widget

4. add another html widget to the part of the page in which you want it to link
(for example - if you want the link to take you to the top of you content, then put the widget on top of that and it will link there. If, however, you want it to go to the bottom of you content then put the html widget under the text widget of your content)

5. Write this code into the widget:
<!--<a name = 'a1'></a>-->
(don't worry about the missing number sign, it doesn't matter)
(again erase the <!-- and -->)

6. And your done! Tell me if it still doesn't make any sense)
