I would like to have an image that links to another page or website. Is this possible?

Yes. After uploading an image and adding it to your page you can add a link to your image. Click on "choose a link" in the properties side bar. You can also add alt text, which is a description of the image to be displayed if the image does not load.

I would like to have thumbnail images on the index page that link to a product with a description. I am using the paypal store. Thanks!
