Implementing a floating menu in Yola

What are the correct steps to implement a floating menu in Yola? I am trying to use the example from this page and I can't get it to work. I have a list of files that looks something like this:

I want the floating menu to display the alphabet so that when I click on a letter it will go to the proper location on the page. I know it has something to do with setting up anchor tags but I am not quite sure of the steps involved to create this to make it work.

I went to this site to get started but am not sure where to go from here:

Hello Randy,

I suggest taking a look at this tutorial on how to set up Anchor Links and use this in conjunction with your code from Dynamic Drive.

If you are still struggling with this, then we can try to assist further.

I am slowly getting there. I have the links working but I can't seem to get the menu to float. If you go to the IT Snippets test page you will see what I have done so far.

You will see if you look carefully just below the letter A there is a menu from I think A-E that is covering some of the text. This menu is supposed to float as I scroll down the page.

Thanks Emmy Does it feel intuitive to you navigating that page? If you go back to the page you may have noticed that I have started converting all of my snippets one by one to three column format.
