I understand that INBOUND LINKS are important to get your website noticed. I guess I don't understand what an inbound link is or how to do an inbound link.

An inbound link is a link on another website or blog that links to your site. So for example, if you posted a link here it would be an inbound link. You can read more about inbound links here:

There are a number of ways you can get inbound links:
1) Comment on blogs and include a link to your site (if the blog allows that sort of commenting and it is relevant to the thread - use good "netiquette")
2) Email people with sites that are related to yours and ask them to link to you

Remember to keep build up your links to other sites as well, as this also helps.

I hope this is enough to get you started. Promoting your site through linking to other sites and getting them to link to you should be an ongoing project. It is especially important in with a new site, where most of your traffic will not come from the search engines, but from referring sites.
