I have noticed some people have had problems getting their sites verified with Norton Safe Web because they can't access the root directory or rename a meta tag. There are 2 types of verification Norton use. You will need to to use meta verificaion. Here is what to do.
1. On your index page add the meta tag provided by Norton to your keywords tags (this will not affect your site and can be removed once verified) Only add the code part of the meta tag between the quotes, it'll look something like this - 5wgl74qafalkm39hdurffen934sgwzayrlrn291t--e5dptq3b809noctcl0tiu9ytf6mjpdhzp7lexbizsvbwqfpoalacrpplck8si0zfnr-mu-sgn466u1vslvkzw8

2. Join the norton community here http://community.norton.com/

3. Post a question on the Norton Internet Security/Norton antivirus forum that looks something like this "

I would like to verify my site for Safe Web but i use YOLA to build my site and i am unable to access the root directory. With the meta tag method i can add the code into the meta description (which i have done already) but can't change the name of the meta tag. The meta name where i i've added the code is 'keywords'.

Would it be possible for a member of Norton staff to have my site verified manually please? The site is 'www.your siteadress.whatever'

This worked for me and my site was verified within 24hrs.
