There's no simple answer to this. A 1024 x 786 will fit a screen resolution of the same parameters. If another person has a 1900 px wide screen or settings of that size then they will see a "boxed" version. This is one of the reasons that image backgrounds are reasonably difficult.
There are ways of setting page sizes to 100% irrespective of screen size or resolution but they are not perfect either as overlaying content gets caught up in the same parameters and text can really look bad using this system of sizing.
As mentioned previously a way of dealing with this is to select an image at size say 1900 width and that is suitable for right sided cropping by screen resolutions that are less than this. You page height is infinite and will accommodate an image of any height. It may however scroll as content exceeds the limit of the page. To overcome this you may select no-scroll in your background settings.
