Paypal - customize postage?

I want shipping to be based on total cart not individual purchase, how can I do this?

Say for example, for purchases of $0.01 to 1.50 was $0.44 and $1.51 and up Free Postage. - these are based on items I plan on selling which will fit in a letter size envelope and I want shipping to be based on total price. If there are 3 items in the shopping cart at $0.50 each, then shipping would be $0.44 and if there are 3 items in the shopping cart at $0.51 each, then shipping would be free.

I've used paypal to make purchases before and I know that these options are available. Anyone know how to specify options like this?

I added a Paypal thread long ago and on step 3 of the second section just select the "Add to cart" button instead of the "Buy now" one and it should automatically do as you want with the end total once you choose to calculate shipping based on Order Amount, Weight, or Quantity in the first section or step 5 in the second section.

Is there a way to integrate current rates with paypal? For example, to send from Florida, US to California, US is $0.44 (regular envelope) but sending overseas is more. Is there a way for postage to be calculated based on certain shipping methods and locations?
