Cannot access my site

Please advise what steps need to be taken to make the website active. The address is When the web address is typed in, an error message is received "Internet Explorer cannot find fmassembly". Please help as I really need the website to be active especially now during this critical holiday period. I am able to edit the website and publish it, but am not understanding why customers cannot access the site. When I upgraded, I understood that the upgrade would take place within 24 hours. Thank you.
