Website not charging shipping

I am currently have two problems.

1. For some reason Yola is no longer charging shipping. It was working before. I just received 3 orders this weekend (1 from the US and 2 from Canada) and none of them were charged shipping. I went into the Shipping Rules and checked and nothing has changed.

2. I do not get email notifications when an order is placed. I never have. I get an email sent from Paypal when we receive payment; however, our Paypal email is run by a different person than who is in charge of shipping orders. I entered an email into the Admin Notification and enabled receiving an email for all options when I opened the account but I have never received any email notifications.

Please help.

Can you copy and paste your Shipping rules and your Zones page, if you like, and I can check this with you.

Email notification: I have copied this from a similar enquiry made in 2011 and it may still be relevant:
....Most probably it has been saved in "Spam" folder for some reason or has been blocked on your side? Did you make some changes on your mail server recently?

If so, I suggest you to contact with the support team of your mail server and ask them to find the reason, why the message from our site have been blocked. ...
